Rewrite the help descriptions for clarity, accuracy and consistency.

Kernel config options affected:

  - IKCONFIG
  - IKCONFIG_PROC
  - LOG_BUF_SHIFT
  - SYSFS_DEPRECATED
  - RELAY
  - BLK_DEV_INITRD
