Drivers that use videobuf2 are capable of using fences and
should report that to userspace.

v10: - Add CAPS_FENCES to drivers that don't use fh->m2m_ctx.
     - Keep the ifdef V4L2_MEM2MEM_DEV.
     - Set CAPS_FENCES after vidioc_querycap.
v9: Add in the core.
